They have engaged PSR Solutions to recruit for the key role of Sub-contract Payment Manager, reporting into the Group Financial Controller.
This is a business critical role, with the successful candidate having the opportunity to develop the role, grow the team and influence and implement business change.
The Sub-contract Payment Manager will be responsible for managing an initial team of 5 staff, managing Subcontractor and Labour Agency spend. As the company grows, they will be responsible for developing and growing the team.
The successful candidate will have a construction industry background, be QBE and not need to be from an accounting background. Key to this position will also be implementing and overseeing procedural change, including the new VAT Reverse Charges, IR35, implementing and rolling out a new invoicing & management system.
Key responsibilities include:
Management of Sub-contract payment cycle, Review all sub-contract payments to ensure compliance with legislation and internal group policies, Automation and improvement of payment processes, Build effective and proactive relationships with sub-contractors, operations, and employees, Take a lead role in driving process change.
Labour only sub-contractor payments
Management of Labour only payment cycle, Review all payments to ensure compliance with legislation and internal group policies, Ensure compliance checks carried out on all new Agencies and annual / period renewal of compliance checks having regard to risk in supply chain, Ensure on boarding of agency staff comply with company's IR35 rules and process, Reporting monthly on Agency spend and compliance, Foster strong relationships with Agencies, Take a lead role in driving through process change.
Compliance and tax
Own and drive CIS, IR35 and supply chain compliance at all times, Ensure relevant insurances are in place for all sub-contractors. Manage annual renewal process, CIS tax reporting, Monitor sub-contract financial strength.
Manage a team of 5, PPRs, appraisals and training needs assessments, Responsible for stretching and developing all team members.
Professional & customer oriented, with a 'Support and challenge' mindset. Have a will do approach & problem solver, solutions based approach, with the ability to influence others. Ability to deliver to deadlines, with excellent attention to detail and accuracy, and first class team management skills.
Requirements for role:
Proven Subcontract Payment and Management experience
Looking for someone who is Qualified by Experience (QBE) not required to be ACCA
Construction industry experience is essential
Able to understand subcontractor and site behaviours
