Technical Project Manager – Capital Delivery for Homes and Schools
Public Sector – Local Authority
Full Time – Monday to Friday, 36 hours per week
Temporary role – 12 months
£350 to £400 per day Umbrella
IR35 Status – INSIDE
Hybrid – home, office and site. 2 days per week in office in Croydon

Our client are seeking a candidate who has the following experience:

Building fabric/surveying experience: Ability to survey/diagnose/specify/procure for building repairs/maintenance
Problem solving: Ability to provide options appraisals, survey and feasibility reports
School portfolio: Experience working with schools and liaising with school staff
Experience in placing building control/planning applications
Clerk of works experience: snagging, defect management, reporting, stock condition/audit.
Team work: Ability to support a team of PM's in delivering a capital programme
Experience: Familiar with local authority procurement processes

To support the London Borough of Croydon's Capital Delivery for Homes and Schools Programme Managers in delivering the Education and Buildings Capital Strategy by providing technical support, direction, and design advice, coordinating and implementing a range of professional and technical services at project level.

To ensure the execution of the works complies with Statutory requirements, Council Standing Orders, Health and Safety requirements, and pursues the Council's Environmental policies for saving energy and reducing greenhouse gas emissions.

Assist Education and Housing Programme Manager with Programme and risk Reporting
Assist Education and Housing Programme Manager with developing procurement strategies, Procurement process and outputs
Assist the Education and Housing Programme Manager with developing future project scoping and due diligencePERSONAL SPECIFICATION

Essential Knowledge:

Extensive and up-to-date demonstrable knowledge of major works in construction disciplines and knowledge of the operational and legislative environment affecting building projects.
Understanding of construction considerations for schools and houses, British Standards, Design Manuals, Codes of Practice, BREEAM, Health and Safety, relevant Acts, funding streams, etc.
Solid Understanding of the technical, legal and commercial forces that affect and influence capital projects and programmes.
A comprehensive understanding of the project management tools necessary to coordinate several concurrent,
Comprehensive understanding of construction, civil engineering or design related discipline, with a degree desirable or equivalent professional / industry experience.
Membership of or eligibility for a relevant professional association, e.g. RIBA, CIOB, RICS, ICE
A further qualification in Project Management is desirable.
A further qualification in Building Surveying is desirable.
Experience and awareness of managing health and safety issues in construction, including the Construction (Design and Management) Regulations (CDM regulations 2015)Essential Skills and Abilities:

Proven ability in developing and maintaining relationships with a diverse group of project team members, stakeholders, customers and clients.
Experience of establishing and managing larger more complex specialist projects, and/or a number projects within the Capital Portfolio
The ability to assimilate and analyse a large amount of disparate information and concisely communicate a clear message to a variety of clients, customers, stakeholders and team members.
Ability to communicate using a variety of mediums and methodologies including, written, oral, diagrammatical and visual to best suit the needs of the recipient.
The ability to interrogate budget costs for accuracy.
The ability to set up governance structures, PEP, programmes, risk registers and implementing a suitable procurement route and process for projects.
Ability to keep up to date with government guidance, objectives and software in all relevant aspects of construction and project management tools and techniques.Essential experience:

A skilled technical project manager with significant experience of managing and delivering specialist projects and programmes.
Extensive Experience of contributing to the successful delivery of building construction, maintenance and surveying schools and housing projects.
Creating and implementing project management controls such as: procurement programmes, design programmes, coordinated meeting schedules
Procurement processes including bidder short-listing, bidder enquiries and site visits, bid receipt and evaluation, negotiations through to agreeing a Contract with a Contractor.
Responsibility for monitoring and day to day management of the project resource budget.
Experience of successfully delivering projects in the public sector
Experience of working in partnership with public, private and community sector organisations to develop and implement strategies, action plans and development projects to promote local regeneration.
Experience in the interrogation and analysing of a range of civil engineering, construction and/or design data and inspections.
